can anyone tell me the size and length of the bolts to the water jacket plate? Time to drill and tap.

The original specification was for a capscrew, 5/16" - 18 x 3/4"; but if you are going thru the thing you might consider switching to studs. Moyer Marine sells a kit for the purpose. Note also the factory called for a 5/16" flat copper washer. which can be tough to locate.

Be careful drilling out that broken screw; the cylinders are close and vulnerable.
