newbie mechanical fuel pump

greetings,
in installing a mech fuel pump, should the pump flange push back for the last 3/16th of the tightening? is that the spring loaded pump contact?

Sounds about right. The fuel pump is driven off the cam, so if you give the engine a turn, cam will go 1/2 turn, and the pump will go on without resistance.
