I've come across a boat which I like. .. but the boat has
no engine. The boat owner took out the AT4, it is in
pieces. Apparently, he just does not want to deal with
the engine so he is selling the boat ..

I figure, find someone to put a Moyer engine in, get a deal on the
boat..

For something closer to Baltimore, you might try Oak Harbor Marina on Rock Creek. I can't speak for their mechanical services, but I do happen to know the owner has an Atomic Four in his Columbia 30. If they can't do it, I bet they know someone who can.
