    Stuck Valves

I have an early model A-4 that took on water during a recent storm. I changed the oil immediately after the discovery and then twice more. The motor ran very well. However, I recently started it and it ran very rough, I thumb tested the spark plug hole and holes 3 and 4 offered no resistance. I applied some MMO to the the cylinders, replace the plugs and left. Today, I returned with a flashlight and a probe to further diagnose. Cylinder 3 passed the thumb test but 4 still failed. Although there is compression on cyl. 3 it will not fire with good spark. On cyl. 4 the valve furthest from the flywheel is stuck open (applied more MMO). On cyl.3 the valve closest to the flywheel does not open or raise. I will continue to massage the valve on cyl.4 in hopes of getting it unstuck, but I am not sure what step to take next for the valve that seems stuck closed on cyl.3. I imagine it will require removing the valve cover, but what am I looking for?
