Broken bolts from water jacket

When removing the water jacket, five of the eight bolts broke off at the bolt head. There is little, if any, bolt left showing. How can I remove these?

If you're lucky the rest of the bolts may have mostly corroded away. Take a small screwdriver, and (using it sort of like a small star drill) gently tap into each of the bolt locations and see of you can work your way through the holes. If not, you'll have to drill out the remaining bolts. Start with a factory fresh 1/8" drill bit and work up to a 1/4" bit. Then clean out the threads with a 5/16" coarse-threaded tap.
