maybe the solenoid is too weak to jam the starter gear into the flywheel, but brings it far enough to send electricity to the starter motor and turns it.
So I would.
1. make sure the battery is fully charged.
2. clean the big electrical terminals and connections on the starter, and battery.
3. remove starter to grease shaft and inspect the integrity of the gear, that it isn't chewed up.
4. pending solenoid problem.
