The sediment bowl should be full of fuel as the mechanical fuel pump draws fuel downstream into the bowl by suction and pumps it into the carb.
Couple of suggestions:
1] Check fuel tank vent by sticking a flexible wire into the vent opening clear to the fuel tank.
2] Check for blockage from the tank to the fuel filter, filter itself, then from filter to the bowl.
3] Check the action/function of the mechanical pump itself by operating the manual priming lever.
4] BUT the very first thing is to check that all in line shut off valves from tank to the bowl are turned to the on position.
Check for blockages by blowing thru the lines not by sucking.
5] Check for air intrusion but tightening up all connections, air in lines will result in the loss of prime.
If you can blow thru the lines and hear the gurgle in the fuel tank all should be clear.

Thanks for your reply. I should not have said "empty". The bowl does have fuel in it. I noticed that Moyer sells a sediment screen. Is that all that goes in there or is there more.
