Number one cylinder dead at idle

I did a compression check and all cylinders are good. I have good spark to the number one plug, but at idle there is no power coming from cylinder. At higher rpm under load the cylinder is making power. ( I did all electrical checks) Any ideas? Thanks Gary

I know it sounds simple but have you tried a new plug? Have you tried swaping plugs and plug wires to see if the problem follows one or the other to a new cylinder? Is the problem the same when the engine is cold and hot?
    What compression are you seeing?

Yea Mike, I did all that and made sure the problem was'nt electrical. 115 to120 psi on all cylinders. I did a leak test on intake manifold, it was leaking severly. I tore it down and found the forward bolt had rusted out in the block, resulting in lost seal of the intake manifold. Hopfuly explaining the dead cylinder at idle, will see.
