I just acquired a Nueport 30 and the previous owner had rebuilt the carb using a complete rebuild kit. Currently the motor starts easily with the choke on but will not idle under 1500 RPM. It runs well at higher RPM but when you reduce the thorttle to shift it dies. Since this is at low idle speeds do you think I have a clogged low idle jet or the mixture too lean? Or both? Thanks Joel

Your idle adjustment could indeed be too lean. Remember that the idle mixture controls the air and not the fuel. This means that as you turn the adjustment on top of the carburetor out (counterclockwise) you're adding more air, hence making the mixture leaner.
Before doing any heavier maintenance, I would turn the idle mixture control in against the stop, and then back it out no more than one turn.
