Lack of Power?

I don't feel I am getting the total power output of my AT4. I dont' run it too hard, but it just seems as I give it more gas [ push on the throttle ] that nothing much happens. The engine gets going a bit more.. but ?? I don't know.. I wonder if it is working full out.
I don't want to wait until spring to make a decision of the engine. But I live in NH, with snow and cold and the boat is on the hard.
What to do?

Boat size? prop size? Max RPM in forward gear?

Slipping clutch plates?

Do you have a tach. so you can match its settings to your GPS speed?

My motor makes my boat go faster until I hit 1,800 rpm. I can rev it
up a bit more but all that does is burn gas faster.

Where is your home port -- for part of the year I'm based out
