Engine not starting after a rebuild

The engine just had the head gasket replaced but the engine was not started before it got to me. When I crank the engine there is no fuel puddle in the carb, however, pulling the plug from the back of the carb shows fuel dripping out. The fuel pump does not work with the key in the start position, but I have used a jumper wire with no luck in starting. The boat was trucked to me from Florida to New York with an initial problem of water in the fuel. I have bypassed the fuel tank entirely and ran the fuel hose directly to a new clean source of fuel. The carb was also recently replaced. Any advise??

When you remove the main passage plug or the bowl drain from the bottom of the carburetor, fuel should drain out in a steady flow (not just a drip) until the float chamber is empty. My guess is that there is still something wrong within the fuel supply system that is preventing fuel from reaching the carburetor.
