impeller cover leaking

I just removed and replaced the impeller cover and am having trouble with the seal. I removed to check for a blockage, created a new paper gasket and sealed with gasket sealer and it leaks (a lot at first, then a little after tightening the bolts.) Is there a trick to this to create a workable seal?

My two cents would be to make absolutely sure the mating surfaces are smooth and flat. I didn't used gasket sealer on my water pump(s), just the paper gaskets, but I did have to clean the mating surfaces with a fine abrasive.
