When rebuilding an engine you measure the cyl bores near the top and near the bottom. Measure twice at both ends 90 degrees from each other. That is north and south and then east and west both about an inch from the top and bottom. Doing so will give you the taper, the average cyl wear, and the ovality or out of roundness. Out of roundness will cause oil burning, blow by and loose of compression.
