Keep in mind that this is just the casting date of the block, and not absolutely when the engine was built.

In the 70s, the Atomic 4 was the engine of choice for sailboats under about 36', and they were cranking them out as fast as they could. Since the sailboat market is cyclic, it is likely that they warehoused block production in the winter in order to meet the surge of demand in the spring.

This was way before anyone was practicing "just in time" production.
