Replacing the Spark Plug - what is this oil comment?

Hope someone can offer advice:
I watched this video, https://www.youtube.com/watch?v=wRsVCuzyo2s, around the 12:30m mark, it says he puts a little marvel mystery oil in each slot.
Yet, the Atomic 4 manual says:
.PREPARING ENGINE FOR SPRING SERVICE

Preparation of the engine should include all these items of overhaul necessary to permit satisfactory operation of the engine. Many engines properly serviced in the spring will give a full season of carefree pleasure. The amount of effort to be expended will be determined somewhat by the storage of lay-up procedure of the previous fall. Refer to preparations for starting the engine for the first time.

5. Cylinders - Remove spark plugs. Pour one or two ounces of oil in cylinders to lubricate walls, rings, etc., turn engine ANOTHER MANUAL SAYS TO HAND CRANK? THEN CLEAN IT OUT AFTER , SEE #15 BELOW over without spark plugs in place. WHAT'S THE DIFFERENCE BETWEEN THIS AND #15 BELOW?

8. Spark plugs - clean spark plugs and re-set gap to .035". Replace burned or broken plugs. I DID THIS ONE


15. Turn engine over by hand with the spark plugs out to see that all bearings are free
