Check your fuel
As a victim of bad gas I would highly recommend checking your fuel. I had sticking intake valves (also caused by high exhaust back pressure, but my exhaust system is as clean as a carbon whistle)...

Raw or freshwater cooled engine?
If Raw water: You can check the distance from the water ports to the edge of the block near the valves (between the valves and the edge of the block (they are oval)...

1. How do you get the engine to idle at 700 rpm? I stall if I idle at less than 1000 rpm. The timing is good and the mixture was set but less than 1000 she surges and runs rough then stalls....
