It started and it was a simple mistake
Well, just as Dave suggested, it was a problem with the rotor. I had put it in but I hadn't seated it properly in it's slot, so it was not spinning correctly. Fixed it, and it started right up....

Update: It's barely stuck
After a few days of treating with MMO and repeately handcranking and pushing the valve back down, it's at a point now where the lifter is still sticking up but it will snap back down with a light tap...

So far, the valve remains stuck. I have put more MMO in the cylinder and I found some Blaster-PB and have sprayed some of that in. Not sure how much is enough or if there is no such thing as too much...
