A good running A-4 SHOULD BE HARD TO STAR WHEN WARM as it is an "updraft carb" which almost always will need the choke....

David, sounds as if you are on the right path. Give it a thorough tune-up. Lube the C-advance and replace the points, plugs, condenser, coil and wires.

It is a VERY good idea on these old motors...

25 HP is roughly 2 GPH and most of us cruise at 1GPH or less....
