I've had good success with Phosphoric acid. It does some kind of chemical conversion to the rust and provides a base for the engine enamel. Cheap and available just about anywhere that sell paint.

Replaced worn clutch plates. Shifting is back to "normal"...No slipping. All that's left to do is fine tune the engine alignment. Had to pull the engine to remove reverse gear.

While you're looking at the "little things" don't forget to check the fuel tank vent. Kinked or otherwise blocked vent hose can cause some running problems. Don't ask how I know this!
