Red wire runs from underneath water riser/ muffler?

Anyone know what this wire is for - Red wire runs from underneath water riser/ muffler? Seems to run to fuel tank? ( disappears into hole nearby)

What are we looking at there? What is on the other side of the dark area the bolts go through? Year, brand and model of the boat?

Fuel tank grounding wire, perhaps? Red would be a terrible color for that function however.

Are we looking down? Does that bolt go into a keel or strut or some other underwater metal? Zinc? Dynaplate?
What used to be there? It looks like the aftermath of a Sawzall attack on something!

Is it actually attached somewhere on the other end?
I agree with Tenders that it could be someone's quick and cheap attempt to ground something. (Tank)

It's gotta be a ground or "bonding" ground albeit the wrong color. If it is a hot wire of some sort fix it!
