adjust idle

Hello All,
I have a small issue in that I cannot seem to set the carb idle to 600ish RPM.
The engine starts on 2-3 revolutions but when I throttle up it will not return to a low idle, I would guess it comes down to only 11-1200 RPM. I use the choke to start but don't think it is truly needed.

I have the MMI hand book but I don't see where the adjustment is, perhaps I am not reading thoroughly enough. If I reach in to the throttle arm on the carb I can drop the idle to where it sounds correct.

Any help would be appreciated,

Sounds like a linkage problem.
Lots of times the outer cover is not firmly fixed down and it moves, not the control cable, when the control lever is moved.
