Shift lever Stuck?

Have a 2 lever throttle and shift controls in cockpit connected by cables to Atomic 4. Throttle works fine but shift lever will not budge even with the cable disconnected at the lever? The cable moves freely and the transmission arm moves at the engine. Unable to remove shift lever in cockpit nor can I get the guts from the other side off is there som trick to this? Boat not in the water any thoughts?
