    scavenger tube

Is there any reason that the scavenger tube cannot be replaced with a normal fuel/vacuum hose?

Yeah, there's a big reason. The scavenge tube introduces unmetered air into the intake manifold and depending on the volume it can screw with the mixture. That's the reason the copper tube is so small, to minimize the adverse effect. I don't think there is fuel/vacuum rated hose that small available.

The main reason for the rigid copper tubing is so it won't "suck" shut and stop functioning. Also be sure the tube is open and no kinks. It is designed to suck back fuel that falls back down the updraft in certain conditions as well as introduce any internal fuel leaks into the manifold.
