Went to the E27 today to check on it and as usual, give the engine some run time.
Engine fired right off with a little choke. Revving in neutral sounded normal.
Decided to run it in fwd gear for a few minutes. Boat was tied up.
This is where the unusual situation happened.
When the throttle was about 1/2 way(about 1100rpm) in gear, things were good.
But when I went past about 1/2 throttle, in gear, the motor would bog down instead of rev up.

Is possible the main jet may be dirty after a summer of not much use due to the heat.
I also cannot vouch for the cleanliness of the folding prop.
At one point, I got a single backfire/sputter that can be heard in the video.
Engine was marked at tdc manually, then set with a timing light using that mark on the fly wheel.
Running electronic ignition system.
Gas has been in the tank since March probably.
The water seperating filter began leaking under fuel pressure. Pulled it not to have it play into this. Went back to regular line fuel filter.
The carb adjuster is set about 1.5 turns out.
Nothing has been touched at this point, mechanical wise.
Did not check how hard it is to spin the propshaft since wasn't dressed/equipped to do dirty work.
May still update this post with more info as it comes to mind.
