The Universal manifold you pictured requires Welch rather than cup style core plugs. Cup style is for a smooth bore hole and its plug is a tight friction fit. Welch plugs are for a core hole with a limiting shelf (visible in the picture), are a looser fit with the convex side out and then are struck with a ball peen hammer to expand/set them in place. An installed Welch plug typically has a dimple in its center from the striking operation.
