Be aware than circulating the water output into a bucket may melt your muffler if you don't have water injected into the hot exhaust gases. I melted my fiberglass water lift muffler doing this.

I think your plan will work. I would not worry about sag in the mast, they are pretty resilient. One end can easily be lifted by one person, so your wagon has a good chance of handling the load...
